The Home Labor Category refers to the default labor cost center or department assigned to an employee. It determines where their time and costs are charged when no other labor transfer or override is in place. The HLC is critical for:
- Accurate labor costing
- Time tracking
- Departmental budgeting
- Financial reporting
- Compliance and audits
In PeopleSoft, HLC is often tied directly to the Job Data or Position Management modules. Migrating this to UKG requires careful mapping because:
- UKG uses Labor Levels (up to 9 levels) for cost allocation.
- Data structures differ significantly between platforms.
- Incorrect setup can lead to misallocated costs, payroll issues, and audit failures. UKG supports a multi-level labor structure. Decide which attributes will go into which labor levels.

Common Issues:
1) Employees won’t be available under the managers if the business structure doesn’t map correctly in UKG. Solution is to review the business structure of the manager and update correct path as needed
2) Payable time export having the incorrect department than the employee worked. Solution is verifying the jobs in PeopleSoft and map the department from primary job
3) Labor Levels in UKG are not configured to match your org structure. solution is to Define all required levels (up to 9) early in the configuration process
