Topic: From email/paper to Electronic Approvals: Using Commitment Control Budget Transfer Worklow

Presented by: Herlinda Duran, Commitment Control Business Analyst, University of Texas System

Overview (from the presenter’s description): The University of Texas System’s Office of Shared Information Services supports 7 Texas institutions on PeopleSoft Portal, Campus Solutions (CS), Human Capital Management (HCM), and Financial Supply Chain Management (FSCM) applications. Currently 6 institutions are on the 9.1 and the 7th campus is on the 9.2 platform, which includes a medical school. With goals and objectives distinct from mere centralization, our office works closely with the participating institutions to not only support but enhance their business operations with innovative solutions.

This presentation will provide a look and feel for the full Budget Revision/Budget Transfer Workflow Approval process, from creating and submitting Restricted and Non-Restricted funds using Cost Centers (ChartField1) and Project IDs, reviewing the Approval Status, looking at sample e-mails sent to requestors and approvers during the Approval lifecycle, Budget Journal Approval process including Deny/Hold/Approve/Cancel, review of Project Costing Integrations for Grants/Projects using delivered functionality, and additional implementation of Oracle Bug 28259204 Fix (PUM Image 29) for Denied Budget Revisions. The Budget Transfer Approval Workflow process transformed a manual process to an automated and standardized electronic approval in PeopleSoft, using Commitment Control delivered functionality in Version 9.2. This presentation will include Fluid and Classic Approval pages.

 

Topic: Receipt Accrual and Commitment Control: Dangerous Swamp Creatures

Overview (from the presenter’s description): The delivered process of Receipt Accrual appeared to be the magic needed to meet accounting and reporting requirements of recording expenses in the year they were received. However, we discovered that the receipt accrual is a journey through a swamp infested with many unexpected creatures. We are determined to find and follow the safe path and make it to the party on the other side with Louis and the “Princess and the Frog”.
Along the route, we encounter:
• Budget errors that become ghosts and some that may have reappeared
• Trees that change (inactive or moved departments)
• Orphaned receipts and reference doc errors
• Reversing journals with extra lines
• Reversal Receipt Accrual JE unbalanced 
• Expenses posted with unbillable analysis types to funder projects
• What happens if you rerun Receipt accrual to correct for changes

 

Topic: How We Use Commitment Control for Budget Planning

Overview (from the presenter’s description): Prior to 2014, business users at the University of Baltimore had to use Excel spreadsheets to make changes to their budgets for the new fiscal years. These spreadsheets used complicated formulas and made the planning process extremely unpleasant. Additionally, they did not ensure that users were making changes they were allowed to make, causing frustration and hours of extra work for the University Budget Office. By creating a planning ledger in Commitment Control, we were able to allow users to make changes directly in the system (without affecting their current budgets), and were able to utilize existing controls to reduce work for our Budget Office.

 

Topic: The Wild Ride of Commitment Control

Presented by: Julie Thompson, Business Systems Analyst, and Kelly Saxon, Business Systems Analyst, University System of Georgia

Overview (from the presenter’s description): After implementing commitment control, the University System of Georgia spent a lot of time applying SQL updates to reset budget check flags, clear liquidation amounts, and clear budget check exceptions. To increase efficiency, a Budget Maintenance Utility page was created which allowed us to make these updates on demand. We will also review the various queries and reports that we developed to assist users with their budgetary reporting needs and commitment control reconciliation.
