  • 1.  DEEWR - Overseas Tuition Fee Issue (Attention: Data StudentCollection Officers)

    Dear Colleagues

    On 24 June I received a request from DEEWR to confirm E500 Overseas Student Fee data for each student provided on a spreadsheet for periods 1 and 2 2009 (5500+ students). I am aware of at least a couple of HEPs who have also been requested to check this data. I am interested to find out if all HEPs were sent this request.

    Investigation of the data found that for our uni, if value of "0" was displayed in a period it was because a student either had no load or had a citizenship status of "5" (overseas offshore). As per section 38.1 in the AIP in most cases we do not report a tuition fee for students with a citizenship 5 (overseas offshore) as charges are not raised by the student system.
    I wrote back to DEEWR requesting an updated spreadsheet which included citizenship and EFTSL to assist with the checking process. I am now waiting for the fifth version of the spreadsheet to be sent as I have found error after error in each new spreadsheet sent. Errors including incorrect aggregated amount, particularly where data were reported in multiple terms in a period, an incorrect amount where student had courses at more than one location or if the student had a change in program.

    You may have already discovered this problem for yourselves however I thought it was worthwhile mentioning in case you have not commenced checking the data.

    Yes, we received this spreadsheet from DEEWR. The first version was a mess and didn't match the data in HEIMS for the second half of the year. I asked DEEWR for a new version, and they fixed the problem. However, for the first half of the year, it looked like HEIMS had doubled up on one of our submissions and there were nearly 800 differences between the amount we reported and the amount recorded by HEIMS. I sent them back a copy of the spreadsheet with the corrected data, and it looks like they have loaded it (based on a spot check).
    I will be asking DEEWR for another spreadsheet so that I can go through and make sure all the corrections have been added.

    Hi Julie,

    Thanks for sending this out it would be good to know how many others are
    affected by this and glad that you have also asked for more information from
    DEEWR as discussed eg; including citizenship & load data. We have received
    three spreadsheets (so far), the third now including load as requested
    however the amount of student records has also grown!

    Our findings so far are the same as yours ie; offshore students have been
    included (E358=5)and Research students who have been awarded scholrships
    (E487=2) or different course amounts have been added to a single course, are
    a couple of examples.

    After contacting DEEWR I can understand why we have been asked to check ALL
    records for E500 for students with SSC =310,311. The original email from
    DEEWR stated that there were 'inconsistencies in the reporting of fees for
    overseas students'. DEEWR have since explained to me that there was an
    error in loading the E500 values into HEIMS in 2009 and are checking their
    data, also referring me to a communication sent on 31 August 2009. Not sure
    if differences found now (due to revision to enrolment) should also be part
    of this process and provided to DEEWR (there is no revision process for
    changes to data in the EN file) or compare the snapshot at the time of
    submission. I have highlighted these differences for now in my version and
    will follow up with DEEWR. Have you found this as well in your data?
