  • 1.  UGRD (DUFF) FEE-HELP Loan Fee increase to 25% From 1 January 2011

    Dear colleagues,



    We would like to find out if any other institutions/universities are
    offering classes through multiple sessions per semester, and how you are
    implementing the (DUFF) FEE-HELP loan fee increase to 25% from 1 January
    2011.



    At UQ, we run 3 'Teaching Period' sessions for every semester including
    summer semester.



    Summer Semester Sessions:

    Session

    Session Begin & End Dates

    Census Date

    Teaching Period 6

    22 Nov 2010 to 18 Dec 2010

    29 Nov 2010

    Regular

    29 Nov 2010 to 12 Feb 2011

    18 Dec 2010

    10 Jan 2011



    The date when this loan fee increase comes into effect (1 January 2011)
    means students enrolled in different sessions in summer semester needs
    to be charged different loan fees. However, FEE-HELP waiver is not
    posted per session but per term/career/career number, and loan fee
    configuration is not effective dated. So, once we update the loan fee
    configuration to increase to 25%, it will be applied to the total
    charges (for all sessions in the semester) even though their census
    dates have passed.



    Currently, our only solution is changing our Cobol program but we are
    interested to find out alternate solutions that other
    institutions/universities are implementing for this change.

    Hi Suzanna,

     

     

    We here at USQ do have multiple sessions in a full year term but we do not offer Fee-Help for these courses. These are short professional development courses and are full-fee paying.

     

     

    Report ID 1941093000 was raised to address the effective dating issue and is included in Bundle #19 for Campus Solutions v9.0. As we are currently only patching every 6 months and are not due to patch till next year, we will be pulling this incident out of the bundle and applying it manually.

    Hi Peta,

    I am interested to hear from anyone that has successfully pulled this
    individual fix from Bundle 19. We are not much of a COBOL shop here at
    USC so we have no COBOL customisations. We are currently patched to
    Bundle 18 and need to get this fix in for the 1 January 2011 deadline.

    I have tried pulling the following COBOL and DMS objects from the
    Bundle, although these compiles we get 190 linking errors.

    SFPBFHLP.cbl
    SFPCFHLP.cbl
    SFCCFHLP.cbl

    sfpbfhlp.dms
    sfpcfhlp.dms

    Not knowing anything about COBOLs but I can't see what else these files
    are linking to or a being linked from. I searched all source files and
    there doesn't appear to be any obvious linking there. Is there some
    other files I need to pull out of the Bundle?

    Thanks for anyone that can shed some light on this.

    Peta,

    We are currently doing this at the moment, We had made some slight mods to
    SFPBFHLP.cbl so we are just transferring them and will be testing very
    early in the new Year as well. Would you like to hear how we go.

    We have a mojor patching project starting in the new year which is too
    late of course.

    We don't appear to have this issue. We have one student who has
    exhausted their SLE and become a DUFF this year. Next year looks like a
    different issue. The list of those likely to finish their SLE is
    growing.
    We have a single session per term but run different classes with
    variable start/end dates. The census dates should therefore be assigned
    to the correct term based on the sessions which start and end 31/12 &
    01/01.
    The loan fee is generated only at the time the CAN is created and we
    plan to cut over to the 25% UGRD loan fee config once we agree with the
    Fees Office that no further 2010 students with FEE_HELP need CANs
    generated. It will be a manual config change if we ever need to
    recreate the CAN for a student who is DUFF. We run CANs every Friday so
    the grouping can be small for some census date ranges.
    Would you be able to run the FEE-HELP determination process using the
    census date range within a term to limit the application of the
    different FEE-HELP loan rates? If you have a limited area runnning the
    process such as a Fees Office, you can control how and when the loan fee
    applies in the absence of eff dating. The CAN process is the same. It
    uses term and census date range run controls.
    Renee logged a request to have the loan fee effective dated. Other
    institutional support for this will help if someone can log a service
    request for this functionality. Please contact her for details.

    Thanks Peta and Joan for your replies.



    We are unable to run the FEE-HELP determination process with different
    sessions' census dates due to previous customisations of our COBOL code
    (our business requirement is to run FEE-HELP determination during the
    whole semester for all sessions in that semester). For the same reason,
    further customisations will still be required even if we apply Bundle 19
    from CS9.0.



    Hence, we have decided to customise COBOL ourselves by temporarily using
    the year in the session's census date until Bundle 19 is applied.
