Yes there are. As Gary mentions the UK, Sth Africa and also Singapore are using this for Scholarships. I'm not sure if anyone does that for US students doing Study Abroad etc in their country.
I have some contacts in the Financial Aid group and can make some enquiries.

First, there is a separate listserv (Forum) through the HEUG specifically for non-U.S. Financial Aid issues. I believe it's FA International, or something like that, and you can subscribe to it through the HEUG website (through the Forums).
We do have a number of non-U.S. institutions using Financial Aid. I believe some include the University of Glasgow, at least one of the South African universities, a few of the Canadian institutions, among others. I'm not sure to what extent they use it for any U.S. students attending their institutions, and they all have done some customizations I believe.
I would start with the FA International list though. If you have specific questions about the Financial Aid module I'll be glad to help out as well (I was the Financial Aid Product Strategist in a former life).

Is there any non U.S. institution who is using the Financial Aid module to process, manage and track any federal aid they might be receiving for US students or who may have looked at using the module and decided against it?
Is there anything you could share with us before we start exploring this . something we've stayed well away from previously.
