While undertaking a document search and background reading for the SI-net Upgrade business case I found a very relevant Gartner report<

Here's their statement about the Evidence underpinning the report and the Overview from the report.
Evidence
This research is based on more than 140 Gartner inquiries with PeopleSoft clients in 2013 and 2014; communications with PeopleSoft release 9.2 early adopters; and multiple interviews and vendor briefings with PeopleSoft executives at Oracle in 2013 and 2014.
Overview
Key Findings
* Many PeopleSoft clients Gartner speaks with are uncertain of Oracle's commitment to PeopleSoft, and, as a result, they do not know whether they should continue to invest in the suite.
* Clients are making ERP investment decisions in the absence of a postmodern ERP strategy leading to poor decisions and choices.
* Organizations that are evaluating ERP solutions are unaware that PeopleSoft may still be a viable option for administrative ERP and unnecessarily omit it from their shortlist.
Recommendations
* Understand the Oracle roadmap and plan for PeopleSoft; separate rumour from fact.
* Develop a postmodern ERP strategy for your organization, and define the boundaries for PeopleSoft within that strategy.
* Evaluate PeopleSoft as you would any other ERP suite in the postmodern era.

Both the Gartner report and the GH webinar provide very useful background material for a Campus Solutions 9.2 upgrade business case.
