Systems Renewal at the UFS: Using Technology as a Driver and Enabler for Change

Approach and Rationale
In 2017, the UFS appointed Prof Petersen as Vice Chancellor and Rector. In order to achieve his vision, council approved the strategic plan called the Integrated Transformation Plan. This triggered the drafting of a business case, which looked at the problem areas in the portfolio of the Registrar: Systems and Administration. The solution would entail a Systems and Administration Renewal, which would leverage the available technologies, in particular the PeopleSoft Campus Solutions ERP as the driver and framework for the change. The Systems Renewal is a one of 12 workstreams within the ITP (Integrated Transformation Plan).

An approach was needed to address the myriad of challenges faced in student administration, whilst still provided resources for the renewal. These challenges range from deficiencies in staff capacity/skill to the integration between the major technologies and business units of the institution. The uniqueness of the institution within the socio-political context of the country further demanded the need to balance aggressive change with a sensitivity to the status quo. In order to address the complexity of the situation, the project has been split into three phases: Initiation, stabilisation and reimplementation.

The initiation phase involves establishing and training the project team, establishing the implementation Committee; Reviewing and building gap analysis between current and future state;
The stabilisation phase included the areas of analysis, benchmarking and design;
The reimplementation involves data conversation, build, deployment and monitoring in a “clean” PSCS version 9.2 environment.
