Fun with Automating Policy when the Business Process is Bad

UON is a having great fun and success with OPA, bringing process improvement and automation to a number of disparate processes, but it's not so fun automating a bad policy. How do we manage that the imperative for quick business improvement against a sluggish policy improvement climate?
